In the countries said in development, the occurrence of numerous volcanic eruptions raises the question of the disaster associated to the "extreme" natural phenomena calling on a hold in charge of emergency of the victims. The volcanic eruption of intervening Nyiragongo May 22, 2021, at the origin of important destructions, the evacuation and the rehousing of the local populations, Rwanda saw itself preoccupied in the hold in charge of emergency of the population touched of the city of Goma in Democratic Republic of Congo. This eruption knew a phase effusive with out-flow of lavas in one failles of the flank Northeast of the volcano and caused frequent earthquakes to various degrees and are more or less évènements at the origin of damages important. These risks are not able to however all to be mastered prejudiced either to the same degree. Facing this disastrous situation, a plan of evacuation of the population of the city of Goma organized itself in order to avoid panic blowing on the region fearing the second wave of the eruption. The report of Office of the coordination of the humanitarian business (OCHA) demonstrates that the volcanic eruption in Goma with the stream of lavas, the dismissal of the ashes and gases as well as the multiple earthquakes entailed the destruction of numerous dwellings, public buildings (schools, structures of health), fields, but also of the systems of provision in drinking water and electricity, and the interruption of the communication ways. The specific needs in protection include the reunification of the families, purification (the women and girls wash outside the night and are to risk), the shelters (the women spend the night in the same class rooms that the men), and the hold in psychosocial charge of the affected and surviving people remains a fundamental importance. Thus, the assessment of the needs in food and nutrition stays preoccupying. Caroline Barré sustains that, the hold in humanitarian charge is the discount in increasing reason of the sovereignty of the States to the international intervention as answer to the fluxes of refugees. Of this fact, the engagement of the international community is far from being as strong, and the modes of hold in charge attest the selectivity and of the instrumentalisation of the human security. Thus, the selectivity of the hold in humanitarian charge first appears in the difference of treatments between" big emergencies ", and the" silent emergencies ". This geographical selectivity doubles itself of a temporal selectivity, bound to the phases of the crisis and their visibility.
