Objective: The aim of this study is to evaluate on recruitment and selection policy Government employees Era Autonomous Region in North Minahasa regency. Method: The method used in this study with a qualitative model of CIPP (Context, Input, Process, Product) of Stufflebeam. The informans in this study were 10 people consisting of the Head of the Agency, the Heads of sections, temporary employee at BKD environment, on education in accordance with the formation of the head of department, Education and Sport Department, Head of the Health department, and the Secretary of the village government. Result: By CIPP the research showed that result of the policy implementation are in accordance with the rules of government but yet fulfill not as long as government’s hopes. With force recruitment and selection process with the CAT method is expected to be more transparent and accountable.
